About the role
At CLiC Forum, we work with careleavers, young people who have to leave Child Care Institutions (CCIs) when they turn 18, often with no family, home or income to fall back on. CLiC is India’s first careleaver-led, tech-enabled platform, started and run by careleavers ourselves. In West Bengal we work with the Directorate of Child Rights & Trafficking (DCRT) and UNICEF West Bengal. We’re active in 23 districts, with 50+ CCIs and skilling partners, reaching 800+ careleavers and children nearing 18. We’re looking for a senior Programme Manager to lead this work end to end.
The Programme Manager will lead CLiC's work in West Bengal end to end, planning, delivering and reporting on the state programme so that it is completed on time, within budget, and meets the goals agreed with government and donor partners. The role includes managing the West Bengal team and district captains, coordinating closely with DCRT, DCPUs, CWCs and CCIs, tracking results through CLiC's tech platform, and building new partnerships and funding for the state. Above all, the Programme Manager is responsible for making sure that every child leaving care in West Bengal, and every care leaver who reaches out, gets real and timely support from documents and housing to skills, jobs and mental health
What you'll do
- Plan and deliver the state programme for children aged 15–18 in CCIs and careleavers 18+
- Lead the West Bengal team of Field Officers, Helpdesk, Counsellor and District Captains
- • Lead the planning and implementation of CLiC's West Bengal programme across Launchpad (children aged 15–18 in CCIs) and Acceleration (care leavers aged 18 and above), in line with the approved workplan and budget.
- Oversee case support for care leavers across CLiC's seven domains, including identity documents, housing, education, skilling, job placement, emergency fund support and counselling referrals.
- Track programme indicators and targets, analyse what is working and what isn't, and recommend course corrections.
- Prepare and submit timely monthly, quarterly and annual progress reports, narrative reports and case stories to government, UNICEF and other donors
- Strengthen project Development competencies and develop cross-learning opportunities
- Identify and build partnerships with employers, skilling institutions, colleges, NGOs, counselling providers and housing partners in West Bengal
